Kind of but not quite...
I know it's not cacophony as such, but the idea of a festival entirely on the Underground is cacophony-esque:

Imagine having a band practice on the Underground. Or better yet, one person starts whistling, and then gradually more and more, seemingly randomly, join in...all to the tune of 'magic moments'
